It will work with Netmeeting,
It dosent matter if you dont have a video device on either side,
Gnomemeeting works on H323 and an audio codec you could agree on
Alternatively you could also use the ohphone (command line) for
videoconferencing,
( will need to build Openh323 and Pwlib for ohphone )
We use ohphone for Embedded Video Conferencing boxes,
