Yes, epiphany saves this user setting and renders the webpage with
same zoom when accessed next time.  I don't know about firefox.

Instead change the default CSS file and upload the file to some
website. Then include that CSS file in the blog and this settings will
be saved by default.
I tried this and it works great for me. I just changed all instances
of x-small or small to normal in the font-size attribute.
