Hi,
Live CDs have a filesystem image they loop mount and boot. Jigdo is
useful when you have individual packages right on the CD. It works only
on the package level. So you cant't have jigdo image for Debian Live.
You download it completely or create it from an installed Debian system.
The packages for creating the CD should be in Ubuntu development
repositories . You can try and build the CD from Ubuntu.
