Ubuntu 9.10 comes with gtk 2.18. You need to install nothing. Why don't
you tell us what you're trying to install?
The canonical way to install software in Debian-based distributions
(like Ubuntu 9.10) is to use the package manager. You will find this in
the GUI under System ? Administration ? Synaptic Package Manager.
If you want to use the CLI, use:
sudo aptitude install <package-name>
