[Ilugc] new partion not working

You seem to be running fsck as normal user. You should be root or if
you have sudo permission use it.

It seems that /dev/sda1 is already mounted. Check permission to the
mount point. You can post output of
1.mount
2. ls -l  of the parent directory where /dev/sda1 is mounted.
