You can use a package manager like yum for rpm or apt for
debian/fedora (apt4rpm works for rpm's as well).....these programs
work with repositories - you can make a directory as a
repository....even for rpm's I would suggest apt, though it is not
shipped by default - it is quite powerful and extensible - and has
nice gui frontends like synaptic (unlike yum).
it moves on...

It depends on your distribution. Read the appropriate manual (RPM, APT, ...)

For mandrake, see 'urpmi'
For redhat, fedora, see 'rpm'
For debian,ubuntu,.. see 'apt-get', 'sources.list'
