[Ilugc] problems with ftp.iitm.ac.in

The campus network has been very unpredictable over the past few days.
Many important servers have not been performing consistently.
As of now, the ftp site is not available even locally. At least for
the next few days, do not depend on it. They have some upgradation
planned (i think they are switching over on the 16th). The performance
will hopefully be better after that.
