I tried to communicate the Linux PC from remote using telnet on

root user but all other normal user.

If you still *insist* on using telnet, edit the file /etc/securetty and
uncomment the lines having pts/0 through pts/9
In any case, you can login as a normal user and do a 'su -' to switch to
root user (in case you didn't know that).
