[Ilugc] why vlc is not integrated into fedora OR ubuntu

One need to install vlc player after installation of fedora/ubuntu,
I have this small query that why fedora / ubuntu do not put vlc player as
their default player ? is their any problem with policy/license Or
something
else which I am not aware of ?
Just a guess, VLC probablt uses some non-free libraries.
