Unless I'm forgetting something, I don't think HomerKit creates a default_fs.jsb file, since at this point, the Homer script sets are for various applications but not an enhancement to Default.jss. JAWS Script Exchange does have the ability to create a default_fs.jss type of container file if a developer wants to develop scripts that modify the default scripts. For example, I think Brian Hartgen does this with a set of Internet radio broadcast-related scripts. If modifying default scripts, I agree that BX should probably be installed before other such scripts (though JSX lets you change the order if necessary).
