Do you have the .NET Framework installed?  If not, install the .NET 
Framework 2.0, a free download from microsoft.com.  I would not think 
its absence would cause this error, but am trying to eliminate 
possibilities.  I assume you have full admin rights and that you did 
reboot your computer.
