Hi,
cpanel is web hosting account control panel,
you can't create website with cpanel.
you can use cpanel for creating mail accounts, subdomains, dns records,
extra ftp accounts etc..
if you want to create website:
you must learn one of web developing language e.g: html, asp, php
or,
you can install one of cms system, e.g wordpress, joomla, mybb, vbulletin,
xoops etc..
these cms systems has administrator panel for adding pages, creating menus
etc..
