Hi Jim,
Visual Studio Code insider is based on the new Edge, which is based on
Chromium. The situation is same as in case of the HTA applications,
which are based on Internet Explorer. The best way to load your app
script to VS Insider, if you load it manually. You have to mage a "fake
Chrome sscript with only one AutoStartEvent function. In this function
you have to check the app exe name, and depending on it, you can load
your script file if the vs exe is loaded.
Writing scripts to these browser based apps is a little bit stricky. you
have lay on not on the default script file, but rather on the special
script written to the browser. In these case the script fall-back route
differs a little bit. If your script does ot contain the needed script
or function, it falls-back to the browser's script, and than to dthe
default one. So, if you want to write special functionality for script
or events, than look first the browser's script and not the default one.

Thanks for all the help. Here is what is going on.
I want to change JAWS settings for Visual Studio Code Insider. When I run the
software, JAWS says Shared Chrome settings are running. When I create a
script file, then press INSERT+0, my script file does not load. The default
ones load. What am I doing wrong? I have not changed confignames.ini just yet.

I don't recommend copying ConfigNames.ini from shared folder to user folder
unless you delete all the lines containing equals (=) signs in the
user-folder copy. This is because, if you don't, you may end up with entries
in your copy that override entries in the shared-folder copy in a future JAWS
version.
Otherwise these directions are good.
