I got my Html file created and add it to the default Scripts folder for Jaws.
C:\ProgramData\Freedom Scientific\JAWS\2018\Scripts
ITunesHelp.html
I have my Script Manager - [iTunes.JSS] open.
What do I need to do from this point?

Without getting deeply into it, as this is truly more a subject for the JAWS
scripts list, you have to do two things. First, you have to modify the JAWS
script to direct the double-JAWS-Key-plus-F1 key press to open either a Web
page or Windows help file. Second, you have to think about what that auxiliary
help file will provide, and if you want the help to link the keystrokes to
their corresponding JAWS actions, there's HTML code you will have to write, or
use some other help preparation system to encode those links.
