You get one KeyPressedEvent call each time the user presses and releases a key or set of keys. You do not, as a scripter, get notified each time each key goes down and comes up on a Braille display. You can script key combinations, and JAWS already comes with such scripting for some, depending on which Braille display you have. For examples, look in default.jkm under the "[PACMate Braille Keys]" section. But I think you're trying to use a Braille display's keyboard as an input device. Look at the following JAWS scripting functions for info on this: GetTypeKeysMode, SetTypeKeysMode, BrailleSupportsTypeKeysMode. I don't know if any Braille displays other than those sold by Freedom Scientific support this type of operation though. The FS documentation seems to indicate not. Not sure this helps, but I hope so.
