I just signed the petition.  While I was at the site, I used Everett's handy 
script to open the page in Firefox with Control + Shift + f.  I then 
assigned labels to the First Name and Last Name fields with Webvisum's 
"Label Form" feature.  Due to Webvisum's community sharing design, anyone 
going to this page with Firefox and Webvisum should hear the labels spoken 
properly.  I was unable to label the Salutation combo box, but it is already 
labeled "Name" and is optional.

I hope this helps people signing in the future.
