It's a combination windows/program issue, and dates back to the days
when windows was a cooperative multitasking system rather than
preemptive. Fixing it would break a huge number of existing programs
so don't expect it to change any time soon.
In the meantime it should generally be possible to fix this by
hitting the 'stuck' key several times in rapid succession, whether it
is ctrl, alt or some other key that windows thinks is pressed.
