[jawsscripts] Per App customized punctuation settings. dispensed with in jaws 12 and above?

Mighty Scripters.
Has anyone else noticed, that in jaws12, haven't checked jaws13 yet, they seem 
to have quietly and disconcertingly dispensed with the ability to customize 
punctuation on a per application basis?
Which I thought used to be one of their rah rah features they once flagshipped?

In jaws11, I can, for example, quite happily open the customize punctuation 
dialog for any and every app from configuration manager.
And tweak each one's punctuation ennunciation separately as desired.
As, for example,  I used to specifically do with Script manager.  I used to set 
it's voice profile to speak "most" punctuation, rather than all,
and then use customized punctuation manager for that app alone, to leave some 
symbols set to, all,
that I never liked hearing in script manager. like apostrophe's for example.
And bring the ones I did want to hear, down tothe "most" setting.
Now in jaws12, it seems I can no longer do that.
If, whilst anything  other than default is loaded in settings centre,
I go to Punctuation, and open the tree  and down arrow to customize,
it politely tells me It's not available! And that I must open the default, to 
be able to tweak this now.
What's with that. can anyone shed any light?

Is it a bug?  I never heard eric say they were deleting the feature, for some 
internal purpose or other?

Can anyone report whether they know about this and/or are the least concerned 
to put it back?

It seems to have happened with the advent of settings centre.  But, surely this 
is just a front end to the settings in the .jcf file, is not it?
