Methods I've messed with include making JAWS click scroll arrows, sending keystrokes that cause scrolling (usually arrow keys), finding MSAA scrollbar objects and sending .AccDoDefaultAction calls at their button elements, and sending raw WinAPI scroll messages to windows. Some windows have their own scrollbars while others use subwindows as scroll controls.
