It is installed by JAWS. In my JAWS 2018 it is at
C:\Program Files (x86)\Freedom Scientific\Shared\FSAPI\1.0\FSAPI.dll
It may also be in the hardware drivers on their Downloads page, but not
sure.
There used to be a download that showed the header file info for it, or
maybe that is just in the scripting documentation someplace.
I do recall seeing in the open source project DictationBridge (code on
GitHub) that they have both a .h file and .cpp file in case you need some
examples of its use.
