Hi Folks,
I am looking for recommendations regarding tools for building and testing 
accessible forms.
I've worked primarily with Jaws users but am expanding form accessibility 
to low vision.
So far, I'm using Office 2010 and writing compatible legacy word files, and 
will purchase Adobe Acrobat X Pro.
For web resources, I've looked at WebAim.org and will look at CAST.org.
For accessibility applications I've been looking at Netcentric's Common Look 
Office Pro (formerly PAW) and Commonlook PDF.
I've done my share of Word forms and would like to create some PDF forms.
Is this a good toolkit for building and evaluating Word and PDF forms for 
accessibility?
If you have additional sites or tools that I should try, your recommendations 
are quite welcome.

I tried modifying "eloq.sbl, and it seems to work with all programs except
Microsoft Word. What's up with that?

You can, and that is indeed the method I prefer.  Because then jaws
treats it like other punctuation and you can control the level it
speaks at.  Dictionary entries don't give the same degree of control.

But modifying the eloq.sbl is also harder and you have to do it on a
per-synthesizer basis (modifying eloq.sbl won't change how realspeak
deals with the character for instance).

I guess that Microsoft Word replaces the quote marks with ". Sometime 
Word changes characters immediatly, sometimes a bit later. For example, 
when you finish the line or type closing quote.

The simplest way to get character unicode value in Microsoft word is
Put cursor behind the character and press ALT+x. At least in my Word 
2010 it works.
for example: type the character and press ALT+x
