[kanchilug] [Note] subject is required

Dear All,
The subject is required to post mail in our kanchilug mailing list.
If any one send mail without subject means, that mail will be moderated by
the moderator of kanchilug mailing list.
This will be helpful to avoid sending the spam mail [1] to our list.
[1] i.e sending mail from some ones mail account without the users
credentials by cracking their account
