I do think this is unusual.
We see Great Blue Herons frequently, always solitary. I have not seen 2 in the
same place.
A couple of them do have to get together during breeding season, whenever that
may be.
A gathering of 7 must have some other explanation.

I just happened to be parked at the playa off 4th and Raleigh at noon today,
when 7 Great Blue Herons dropped in for what looked like a rest. I’m
unaccustomed to seeing many of them together like that. Pretty cool sight.
