After looking at photos on the interweb, I can’t say it was not a Say’s Phoebe
but the belling was some much duller than one I saw a couple of days ago.

Subject: Possible Western Wood-Pewee at MacAlister Park.
It was sitting on and flycatching from the stakes near the prairie dogs. It
was dark gray above on its head and breast, just a touch paler on the throat.
The belly was a pale buffy with a hint of yellow. It had very pale wing bars.
Too dark to be an Eastern Wood-Pewee or Eastern Phoebe and it did not pump
or spread its tail like a phoebe.
