Se in.telnetd esiste ed e` nel PATH dovrebbe bastare.
Piu` in generale pero` e` meglio specificare il path completo che non
si sa mai qualcuno metta su un in.telnetd balengo da qualche parte.
Detto questo io controllerei i magnifici 3:
/etc/hosts
/etc/hosts.allow
/etc/hosts.deny
