It would be interesting to see whether the FCC
planning factors are becoming more applicable with
current receiver technology. But neither of these
two camps directly addressed that question.

Using test results from the time period 1994-2001,
which both sides did, is not terribly enlightening.
Is it really relevant anymore that 26 percent of
indoor reception tests failed in the FCC tests of
2001, in which the brand new and promising technology
were 2nd generation receivers?
