Sorry for the lack of a memo last week. Reminder: There will be no memo next
week.

- Follow-ups:

     - ***The Technology Retreat*** -
          - Here are a few more news reports.

     And, for those of you who can't get enough, you can listen to a bit more
here:
<http://www.theschubinreport.com/>
          - Keep checking the secret web site for more posted presentations.
I've noticed that the Telco TV presentation has been posted. For those of you
who attended but didn't get the URL for the secret site, please contact Eileen
Kramer <ekramer@xxxxxxxxxxxxx>.

     - U.S. analog cutoff date - A reader correctly notes that, because the
elimination of the old date is in the new "law," if the "law" isn't really law
because of the bicameralism problem, the official analog cutoff date is
December 31 of THIS year. But the 1997 law says the date may be postponed "if
digital-to-analog converter technology is not generally available," and I think
not even Consumer Electronics Association (CEA) president Gary Shapiro would
claim that it is "generally available" in the U.S. today.

     - Next-generation consumer disks -
          - Disney, Fox, Paramount, and Sony reportedly won't use the "image
constraint token" that could reduce resolution of analog outputs on their first
batch of next-generation disks:
<http://blogs.pcworld.com/staffblog/archives/001657.html>
     The interim agreement of the Advanced Access Content System (AACS) also
prohibits disabling analog outputs until the final agreement (Exhibit F, Part
3, Section 1.2):
<http://www.aacsla.com/support/AACS_Interim_Adopter_Agreement_060215.pdf>
          - LG plans to deliver a dual-format (HD DVD/Blu-ray) player this
year. The following URL is for a Reuters story:
<http://tinyurl.com/kpnkc>
          - New Medium Enterprises' multilayer re-laser disk, described here on
May 9 of last year, made an appearance at the CeBIT show with an announced
player price of about $150. It's capacity is comparable to that of HD DVD or
Blu-ray, and it's possible to produce disks compatible with ordinary DVD
players:
<ttp://www.technewsworld.com/story/49349.html>
          - The first HD DVD movies aren't scheduled to appear until April 18,
so the players are expected to be delayed to then:
<ttp://www.twice.com/article/CA6316748.html>

     - Surveys - Horowitz Associates' "State of Broadband Urban Markets VII"
shows urban residents slightly more likely to own PVRs (13%) than the national
average (12%) but are less likely to own HDTV displays (19% vs. 21%) and less
likely to get HD programming (8% vs. 9%) or video on demand either paid (14%
vs. 18%) or free (8% vs. 9%). They own more big-screen TVs, however (28% vs.
26%):

     - DTT for other than ad-supported (or free) programming - Remember the
brouhaha over fees back in 1996? According to Doug Lung's RF Report, gross
revenues for such services peaked in 2000 at $570,000 and dropped to $78,625 in
2004:

     - July 1 -
          - This week's listings include five weeks of ads in the Los Angeles
Times, the Minneapolis Star Tribune, and the New York Times but only a few days
of the free New York tabloids (I've been on the road a lot).
          - This week I've listed 254 ads for TVs 36-inch or larger. Of those,
218 (86%) have integrated DTT-reception capability.  As of July 1, 100% of
those manufactured in or imported to the U.S. and equipped with tuners were
supposed to have integrated DTT-reception capability. I've also listed 124 ads
for TVs between 25- and 35-inch. Of those, 42 (34%) have integrated
DTT-reception capability. As of March 1, 100% of those manufactured in or
imported to the U.S. and equipped with tuners were supposed to have integrated
DTT-reception capability.

          - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.

     - May 1 -
          - Neither the Federal Communications Commission (FCC) nor the
National Association of Broadcasters (NAB) updated their lists since the last
memo (and for quite some time before that).
          - Doug Lung's RF Report says the FCC CDBS database listed 869
licensed U.S. DTT stations as of March 5:
<http://www.tvtechnology.com/dlrf/one.php?id=1198>

- There are DTT items on the agenda of the FCC consumer advisory committee
meeting on April 7 -- set-top boxes and captioning:
<http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-264296A1.pdf>

- The FCC is also seeking comments on DTT children's rules:
<http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-264394A1.pdf>
     Some see multicasting as a means of delivering sufficient children's
programming. And here's a story about another affiliate carrying a different
network as a multicast:
<http://www.kesq.com/Global/story.asp?S=4646930>
     So, with all of this multicasting going on, and U.S. broadcasters stuck
with MPEG-2 for the primary video service, should we be getting concerned about
degraded HD quality?

- The FCC is also establishing a "Public Safety and Homeland Security Bureau":
<http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-264395A1.pdf>

- And they're considering reconfiguring the 700 MHz spectrum being returned so
it can be used for broadband data:

- International news:

     - Telewest has now officially launched HD cable in the UK:
<http://news.bbc.co.uk/1/hi/entertainment/4793774.stm>

     - The latest "Digital Progress Report" from UK regulator Ofcom says the UK
is leading the world with 70% penetration of all forms of digital TV (including
satellite, cable, and telco); the U.S. is said to be number two, with 55%. The
report also notes that Sky's satellite service serves more UK households (7.7
million) than anything else (analog off-air is second at 7.1 million), but
Freeview DTT is the fastest-growing sector. The average price of a DTT set-top
box is said to be 41UKP ($72):
<http://www.ofcom.org.uk/research/tv/reports/dtv/dtu_2005_q4/q4_2005.pdf>

     - Spanish broadcasters want their April 2010 analog cutoff date postponed
due to falling set-top-box sales:
<http://tinyurl.com/f9xnl>
     The other side claims 2.5 million households in Spain have access to DTT
programming, but only 1.1 million are via off-air reception. Both stories are
from advanced-television.com:
<http://tinyurl.com/mgkr3>

     - Belarus is in the news. It also has some DTT news:
<http://www.e-belarus.org/news/200603151.html>

     - Despite some stories claiming that Brazil has chosen ISDN-T for DTT
(this one is from Japan.net):
<http://tinyurl.com/jr3k3>
it appears the choice has been postponed again:
<http://www.brazzilmag.com/content/view/5806/53/>

     - The latest list from Digital Broadcasting Australia shows 89 models of
DTT set-top receivers from 26 brands starting at A$99 (US$71). Of those 30
models from 18 brands are HD, starting at A$299 (US$215):
<http://www.dba.org.au/index.asp?sectionID=18>
     They also list 40 integrated DTVs from nine brands, starting at A$1099
(US$791). Of those, 15 from five brands are HD, starting at A$2799 (US$2015):
<http://www.dba.org.au/index.asp?sectionID=78>

     - DTT penetration in Australia is said to be "only" 15% (we're roughly
half that here in the U.S. and started earlier). A lack of multicasting is
said to be a main reason:
<http://www.abc.net.au/pm/content/2006/s1591580.htm>
     So Minister of Communications Senator Helen Coonan has proposed a number
of changes, among them removing multicasting restrictions from public
broadcasters:

     - Here's a list of 7- to 9-inch portable DVB-T TVs available in Germany:

     - Display Search says global flat-panel TV shipments climbed from 8% of
all TVs at the end of 2004 to 19% at the end of 2005. In the same period, HD
is said to have gone from 7% to 17%. HD was highest in Japan (52%), followed
by North America (35%) and Europe (28%). Direct-view CRTs still dominated
global shipments, though their percentage fell from 89.1% to 78.9%. LCD grew
from 5.9% to 14.7%, plasma grew from 1.8% to 3.9%, microdisplay projection TVs
grew from 1% to 1.6%, and CRT projection TVs fell from 2.2% to 0.9%:

- Warren Communications News reported that the Digital Living Network Alliance
wants H.264 to be mandatory for video interoperability. The story is no longer
on their site:

- LG.Philips has shown a 100-inch LCD:
<http://times.hankooki.com/lpage/tech/200603/kt2006030818081211780.htm>

- AT&T, CEA, and Verizon announced principles to ensure portability of telco-TV
set-top boxes:
<http://www.ce.org/Press/CurrentNews/press_release_detail.asp?id=10967>
     Here are some other stories from CEA's Entertainment Technology Policy
Summit last week (the second is from Broadcasting & Cable):
<http://www.twice.com/article/CA6316460.html>
<http://tinyurl.com/llr4f>
     FCC commissioner Jonathan Adelstein called for a joint FCC/National
Telecommunications and Information Administration (NTIA) Federal DTV Task Force:
<http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-264354A1.pdf>

- And, only ten years after the FCC adopted ATSC DTT (but very soon after the
"hard" date for analog cutoff was signed into "law"), CEA's executive board has
asked its "Video Division Board to draft and agree upon voluntary language for
a Consumer Advisory Label to help inform consumers about television sets that
are equipped with only an analog (NTSC) tuner. The language agreed upon is as
follows:
     "Notice: This TV has only an 'analog' broadcast tuner so will require a
converter box after February 17, 2009 to receive over-the-air broadcasts with
an antenna, because of the nation's transition to digital broadcasting on that
date, as required by Federal law. (It should continue to work as before with
cable and satellite TV systems, gaming consoles, VCRs, DVD players and similar
products.)
     "The Consumer Advisory Label will be placed prominently on analog only
TVs. CE manufacturers also will agree to include such language permanently and
conspicuously on the outside of the retail packaging of analog-only TV. CEA
and TV manufacturers are working with retailers and others on implementation
dates and overall DTV consumer education, in order to have the broadest impact":
<http://www.ce.org/Press/CurrentNews/press_release_detail.asp?id=10966>

- Based on figures from CEA, sales to U.S. dealers of non-H/DTV television sets
for the first seven weeks of 2006 were down 22.5% from the same period in 2005;
my ten-week running average was down 24.4%. For the first eight weeks, they
were down 28.4%, and my ten-week running average was down 26.1%. It's still
probably too soon to judge anything from the 2006 figures.
     Sales of so-called non-flat-panel "Digital Televisions" to U.S. dealers
for the seventh week were 173,106 units, for the eighth 325,368, and for the
first eight weeks 1,519,551 (compared to 2,151,683 for sets not called
"digital" by CEA). Based on CEA's new system, the "digital" figures now
include flat-panel TVs. The digital-television figures have been revised by
CEA almost every week, so, if they don't seem to add up, that's probably why.
     "Digital Televisions" accounted for about 41% of the TVs sold to U.S.
dealers through the eighth week this year. It may be worth noting here what
that means. About 59% of the TVs sold to U.S. dealers in 2006 were still plain
non-H/DTV direct-view TVs with picture tubes. Given that all new
tuner-equipped TVs 25-inch and up imported to the U.S. or shipped interstate
are now supposed to have DTT-reception circuitry, it's amazing that the
non-"digital" proportion is still so high.
     To qualify to CEA as a "Digital Television," a display need only be
capable of dealing with at least 480p; it need not be capable of either
receiving digital signals or displaying them. Devices actually capable of
receiving DTT signals are still a small fraction of those numbers. CEA says
about 82% of the "digital televisions" sold in 2005 (when not all TVs 25-inch
and up were supposed to have DTT-reception circuitry) were HDTV.

- Ads for set-top DTT receivers: In five weeks of ads, I'm aware of only the
DirecTV units (requiring a DirecTV subscription). They were offered at Best
Buy, Circuit City, CompUSA, and Video & Audio Center.

- Ad confusions: CompUSA called the integrated Syntax Olevia LT37HVS
"HD-Ready!" same as the NTSC-tuner-only LT26HVX.

- The ads - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.
     Best Buy offered the Moviebeam (analog) datacast receiver for $199.99
after mail-in rebate.
     Radio Shack advertised mobile phones with TV reception by showing the
pictures on the outer, roughly half-inch-wide screen.

- DVD news:

     - According to CEA's figures, sales of DVD players to U.S. dealers for the
first seven weeks of 2006 were UP 30.3% from the same period in 2005; my
ten-week running average was up 20.7%. For the first eight weeks, they were up
32.9%, and my ten-week running average was up 30.7%. For the first three weeks
, they were up 29.1%, and my ten-week running average was down 2.5%. The 2006
numbers are too few to show any solid trend, but the ten-week running average
seems to indicate a second wind for DVD players.

     - Best Buy offered DVD movies for just $4.99 each, Circuit City for $5.99.

- EchoStar added 330,000 net new subscribers in the fourth quarter to end 2005
with more than 12 million:
<http://www.twice.com/article/CA6316120.html>

- First PVRs were going to destroy TV as advertisers knew it. Then maybe they
weren't so bad. Now NBC Universal says the drop in commercial effectiveness is
3% in PVR households but 7% in non-PVR households:
<http://www.mediabuyerplanner.com/2006/03/20/nbc_greater_drop_in_tv_ad_effec>

- Most media outlets report the results of a survey showing at 3/4 of
respondents aren't interested in watching TV programs or movies on their mobile
phones as indicating there's no business there. If the surveys are true, the
other quarter could represent a higher number of viewers than almost any movie
or TV show:
<http://broadcastengineering.com/newsletters/news_tech/20060315/#>

- Some 68% of active U.S. Internet users have broadband, according to
Nielsen/NetRatings. This story also says there are 95.5 million broadband
households. I think that's more than 68% of total households, never mind
active Internet users, so take these numbers with a grain of salt:

- New inductees to the Consumer Electronics Hall of Fame include the inventors
of the LCD, the LED, and the plasma display:
<http://www.ce.org/Press/CurrentNews/press_release_detail.asp?id=10968>

- Cable and satellite TV companies have been providing "mosaics" of multiple
channels on a single screen for some time, and the service is popular. Now
ICTV has come up with a way to let subscribers make their own:
