Not sure I follow the logic. In the US, success of *HD*TV has little to do
with any mandates either. The mandates are only there to recover TV
spectrum, they push HDTV in no way.
Whether the sale of HDTVs in Canada vs the US is different (percentagewise)
I don't know, but the article does not propose that it is, after all.
