Or how about a 480p 60 MPEG-2 base layer ?

I can just see it now. It's the perfect excuse to add more
revenue-generating "opportunistic" data.. with a few scraps for the scalable
enhancement layer to boot.

SVC project in MPEG has re-discovered Nature's inescapable triangle
inequality for yet the third time (not the charm, tragically):

(base + enhancement) >= simulcast

But like diligent physicists searching for any change in the cosmological
"constants", MPEG soldiers-on looking for any Violation of the Scalable
Super-Symmetry, in remote corners of the planet such as Marrakech, Bangkok,
Montreux, Nice, Hawaii, Austrailia, Rome, Switzerland…

Why bother?

A good 720P base layer can saturate the resolution capabilities of
99% of all HD capable displays sold to date.
