The article desperately tries to tie these layoffs to Net Neutrality.
In reality it is just an age old issue - overpaid union workers in a declining
segment of AT&Ts business. It is very common today for both the telcos and
cable companies to use contract workers for on premises
installations/maintenance. There are several reasons:
1. Union labor costs are extremely high, as we saw with the Verizon story last
year, which stated that it could not afford to deploy new infrastructure in the
NE because of high labor costs.
2. Many of these technicians are not competent to deal with newer services,
like FTTH and DSL. When we had DSL installed here in Gainesville years ago they
sent out a contract installer - none of the POTs installers were trained to
deal with DSL.
One could easily argue that the companies should retrain these expensive
employees. One can also argue that they have priced themselves out of the
market...
