Not sure what this is - was it "HTTP Live Streaming" aka "HLS"?

http://en.wikipedia.org/wiki/HTTP_Live_Streaming

Rate adaptive internet streaming format that encodes A/V at multiple
bitrates and has the client software dynamically pick which bitrate to use
based on the current available bandwidth.

I encountered so called "Live Stream Video" Apple format. What are the
specifics of this format? How is it different from other video streaming
formats? Is it popular in TV streaming world? Who makes products such as
cameras, encoders, servers conforming to this format? I appreciate any
pointers.
