Since this is one of your key misconceptions, and since I already explained why 
this isn't so, I'll take my new approach of asking you to inform yourself. 
Similar to the question about broadcast LTE.

So, Craig, in order to provide the most basic:

1. File transfer mechanism,
2. E-mail service
3. Net news service (usenet),
4. Web browsing
5. Streaming media

what APPLICATIONS did the IETF have to develop and standardize?

Once you do your due diligence, you will discover that "defining the transport" 
was far from being enough to provide for these services.

And having done that, perhaps you will appreciate of the role the ATSC has to 
play, and you will appreciate why "just carry the bits" is so meaningless.
