That's laughable Craig, right? You don't "push" for industry standards, when
they already exist. Standards are there to allow the new guy on the block to
work with everyone else. Apple's excuse, which you seem to buy automatically
without question, is that they "invent a better standard." Well, it just
doesn't work that way. Imagine if radio and TV had developed that way. You'd
have a different transmitter, for each station, for each brand of radio and TV.
It's silly. Apple uses this tactic to limit the sources of content for its
devoted fan base. It's all about control, Craig.

The CDN may, or may not be involved in the negotiation that establishes
QOS with the content owners service.

The CDN becomes necessary when content has to be made available using multiple
streaming protocols. This goes beyond just the codec type, as we have already
discussed.

Blocking of devices must come from the content owner's servers,
or instructions from the content owner for the CDN to block
access to a class of devices.

Perhaps, but consider this, instead. What you think is "blocking" may be
nothing more than the content owner not bothering to accommodate some pain in
the rear new media stream protocol.
