In principle, if the small sticks are never installed closer to the border than the big stick, and better yet if they are always further away from the border, the Mounties should not come knocking at the broadcaster's door. Of course, if part of the coverage problem does occur closer to the border than the big stick, the fix would be more difficult for them to swallow.
