I think our current foes care more about body count than they do EMP'ing
a couple of PCs or invading the country. Fallout yields a constant
stream of casualties for decades to come, and renders entire areas off
limits for hundreds+ of years. Not to mention what it does to the food
chain and water supply. The psychological and economic effects of this
would be more devastating than any EMP blast, even if it meant
pandemonium in the streets for weeks on end without power, electricity
or water.
