In our case we have an analog 41 and a digital 39 to our west that our digital 40 would interfere with. We are not allowed to occupy 40 until the analog 41 is shut off and the digital 39 migrates to 13.

How does this sort of thing work? Can you just pick up the phone and call whoever's still got 40 and ask them their intentions? Or is there some long daisy chain involved?
