No. That translates to a horizontal-to-vertical active sample ratio of 1.5:1.

An aspect ratio is the shape of the picture, period.

As for the term "square pixels," I urge a look at Alvy Ray Smith's Tech Memo #6:

FYI, when an anamorphic lens is used on film, there is greater vertical resolution in the displayed image than horizontal.
