You should try to distill your ideas down, Craig, so you don't get lost in the
rhetoric. Permitting DPI means users aren't "opting in." Permitting the ISP to
use DPI means users have no option.
This, of course, is also predicated on your understanding that end to end
encryption is typically NOT a decision the user can make.
