[opendtv] FCC reconstruction of erroneous Hawaii missile alert

It seems like the mistake could have been corrected within the first 2-3 
minutes, out at 0807 and retracted at 0809 or 0810, except that this sort of 
cancellation feedback depended on public telephone lines?? Or Twitter?? Or 
Facebook??

Mistakes happen. I think the important thing is how mistakes are managed. I'm 
sure they're addressing the feedback link problem. People in the know knew from 
the start that this one guy had made a human error. Just couldn't get back to 
him in a sensible amount of time.
