Some elements i extract out of it:
R5 multiplex (24 Mbps) is presently not occupied and reserved for HD
MPEG4 is mandatory
1920x1080 or 1280x720 are possible
No specific recommendation regarding audio format.
Max bitrate considered would be 9 Mbps (it is not said whether this is
peak or average, but i suppose statmux whith only 2 or three channels
will not be that efficient anyway)
Public channels will have to keep an SD equivalent of the HD they
broadcast. No such constraints for commercial channels.
The government will preempt one HD channel to make sure its is used for
free to air. This will become two channels when more HD space is available.
Space will be freed by porting some SD channels to MPEG4 (already true
for commercial ones), and by the analog switch off.
Now this is just a consulting document, and it may be modified after
inputs from the broadcasters are gathered.
One or two free HD channels is not much (especially compared to the US),
but with so little space available, one could be picky about the
quality of the material that gets the right to be aired . I don't mind
having so few, if they are good (no choice problem). And of course,
there is always satellite...
As for the ongoing experimental broadcasts, it seems to be possible to
get nice enough pictures . The few happy geeks that receive it often
mention ARTE (a joint french-german channel) as a source of quality
material.
