Every standards process is about protecting one's turf. I've served on standards groups for AES, ATSC, ECSA, IEEE, and SMPTE, and they've all had their shouting matches between members trying to protect their organization's or personal interests.

At the working-group level -- or even the technical committee level (the level that approves or disapproves the proposals of the working groups) -- I haven't found ATSC any different from the others.

But there is a higher level at ATSC, the Executive Committee level. It is very powerful, and it has a high cost of admission. I've never encountered that in any of my other standards work, and it has frustrated me beyond anything I've encountered anywhere else.
