Also there is no guarantee that encodings done with optimizations (CABAC etc.) will play on many standalone players. The only way OTA can hope to compete with cable and sat IMHO is to go for a low-bitrate codec that handles HD, and offer a minimum of 4 or more channels. For those stations with not enough content, step the programming out over multiple channels and offer NVOD, or sell your bandwidth. Out of the box with no tweaking, 900Kbit SD AVC is quite watchable, and 2.5Mbit 720p too. In fact, even 960x540 3Mbit ASP xvid looks great. Hell, start datacasting for VOD. You can store a bunch of movies on a cheap 8gb CF disk. This stuff should be a no brainer. The only way to prevent the multi-codec insanity is to use DSP-based decoders allowing for upgradable codecs.
