In other words, totally unrelated, but packaged in the same bill. I think that if Congress wants this analog shutoff to happen, they will fix whatever needs to be fixed to make sure it does. And vice versa. Don't forget how they managed to get their act together for the "do not call" bill, even when there was all manner of last minute legal mumbo jumbo to try to stop it.
