The Community Broadcasters Association was in DC recently and this was part of their report to members on that visit today. Notice the statement at the end, "allowing LPTV operators to try different digital standards." and the "voiced a concern that the current 8-VSB digital standard is will be shortlived".

I hear the C word was actually mentioned. Also mentioned that those converter boxes, which LPTV stations actually could use, should be upgradeable. And they mention that LPTV stations were allowed in the past to do internet services and this precedent should be a "guide" to allowing different digital standards.
It was that precedent, Acellernet, that got me involved in broadcasting.

"Greater Flexibility in Engineering and Operating Standards. As noted in the previous posting, we urged the Commission to allow for greater flexibility in engineering and operating standards for LPTV and Class A digital stations (i.e., A-VSB, MPEG-4 upgradeability), as our members are usually some of the more innovative operators and may find innovations that benefit all television operators. Many of our members have voiced a concern that the current 8-VSB digital standard is will be shortlived and want to be on the forefront of the evolution of the broadcast digital standards. We emphasized with the FCC that previously Congress allowed for a handful of LPTV operators to operate internet services on their frequencies and that this precedent should guide the FCC in allowing LPTV operators to try different digital standards."

If one LPTV station is allowed to do any COFDM modulation in the US it is curtains for 8-VSB.
