Some recent insight into what Brazil really wants. Aside from mobile and =
hand-held portable capability, seems to me that what Brazil really wants =
is the ability of building their own equipment so as to avoid their very =
high import tariffs. Sounds like they want some form of ownership of the =
standard.

Brasilia - The impact of the choice of the digital TV in Brazil is =
discussed in Brasilia in the seminar sponsored by the Council of High =
Studies and Technological Evaluation and the Commission of Science and =
Technology, Communication and Data Processing, of the Chamber of the =
Representatives. Three standards exist in the market: the Japanese, the =
European and the American. Beyond the standard itself, which involves =
the making of components and the options for increased channels, the =
choice will influence the way people watch and access information by =
television.
The secretary of Distance Education of the Department of the Education, =
Ronaldo Mota, said that the debate on content should happen in parallel =
with the selection of the standard. "Digital content is not going to be =
a subject to be discussed after the choice of the standard", he =
affirmed. He said that Brazil has special ability to adopt new =
technologies, and cited the electronic ballot box and filing of income =
tax statements over the internet as examples. However, he said that in =
the area of education, new technologies are underutilized. He =
highlighted the importance of digital TV, for example, for distance =
learning.
According to the Minister of the Communications, Helio Costa, the choice =
of digital TV standard will be determined soon by the President Lula. =
"We have been discussing digital TV for 12 years, and for four years we =
have been elaborating on a Brazilian System of Digital TV that might be =
available. The information was passed to the president of the Republic, =
who can decide at any moment. This has no relation to the fact that this =
is an electoral year", he affirmed.
Installation of access terminals will be required for Digital TV to be =
accessible the population. The professor of the Polytechnic College of =
the University of S=E3o Paulo (USP) and Coordinator of the Brazilian =
System of Digital Television Project, Marcelo Zuffo, said that different =
models are being developed. He explained that that the terminal will be =
able to be fixed, for television at home; mobile, in cellular phone and =
MP3 devices; and vehicular.
The professor called attention to the price of the terminal. According =
to him, the raw material costs US$55, but retail to the consumer would =
be $400, due to high tariffs. "We do not want not a subsidy, but an =
incentive to adopt technologies that promote digital inclusion", he =
said. The government is studying proposals of fiscal incentives for the =
components of the new products.
The the digital TV standard in Brazil should assure access for the =
population, affirmed the president of the Chamber, Aldo Rebelo. "Not =
only the choice of the technical standard, but a proper regulation =
should assure that the Brazilian population can achieve mastery of the =
digital standard", he affirmed.
After choice, the regulation will fall to Congress. "Since there is a =
much greater number of channels, granting access would naturally fall on =
Congress", he explained.
During the seminar, the Federal Council of Engineering, Architecture and =
Agronomy (Confea), distributed a manifesto of support to the Brazilian =
System of Digital TV. "This isn't simply about choosing between one of =
the three standards studied: the American, the Japanese or the European. =
It's about defining what that kind of TV is necessary for the country =
and to contemplate the social, technological, and cultural needs of =
Brazil", says the document.

padr=E3o", afirmou. Segundo ele, o Brasil tem facilidade especial para =
adotar novas tecnologias e lembrou das urnas eletr=F4nicas e da =
declara=E7=E3o do Imposto de Renda pela internet, como a=E7=F5es de =
sucesso. No entanto, ele disse que na =E1rea da edu=E7=E3o as novas =
tecnologias s=E3o pouco utilizadas e ressaltou a import=E2ncia da TV =
digital para, por exemplo, capacitar professores =E0 dist=E2ncia.
Segundo o ministro das Comunica=E7=F5es, H=E9lio Costa, a escolha do =
padr=E3o da TV digital ser=E1 decidido logo pelo presidente Lula. "N=F3s =
estamos discutindo a TV digital h=E1 12 anos, h=E1 quatro anos estamos =
elaborando o Sistema Brasileiro de TV Digital que ficou pronto. A =
informa=E7=E3o foi passada ao presidente da Rep=FAblica que pode decidir =
a qualquer momento. N=E3o tem nenhuma rela=E7=E3o com o fato de ser um =
ano eleitoral", afirmou.
Quando a tecnologia de TV Digital estiver acess=EDvel a popula=E7=E3o =
ser=E1 necess=E1ria a instala=E7=E3o de terminais de acessos. O =
professor da Escola Polit=E9cnica da Universidade de S=E3o Paulo (USP) e =
Coordenador do Projeto Sistema Brasileiro de Televis=E3o Digital, =
Marcelo Zuffo, disse que est=E3o sendo trabalhados diversos modelos para =
atender a popula=E7=E3o. Ele explicou que que o terminal poder=E1 ser =
fixo, para o televisor em casa; m=F3vel, que pode ser usado em celulares =
e aparelhos de MP3; e veicular.
O professor, entretanto, chamou aten=E7=E3o para o pre=E7o do terminal. =
De acordo com ele, a mat=E9ria-prima custa US$ 55, mas poder=E1 chegar =
ao consumidor por R$ 400,00 devido a alta incid=EAncia tarif=E1ria. =
"Queremos n=E3o um subs=EDdio, mas um incentivo a tecnologias que =
promovam inclus=E3o digital", pediu. O governo estuda propostas de =
conceder incentivos fiscais para os produtos que v=E3o compor os novos =
produtos.
A regulamenta=E7=E3o da TV digital no Brasil dever=E1 assegurar o acesso =

Ap=F3s a escolha, a regulamenta=E7=E3o caber=E1 ao Congresso. =
"Disciplinar, desde a incorpora=E7=E3o da forma de distribui=E7=E3o dos =
canis, agora j=E1 numa amplitude muito maior, porque haver=E1 muito mais =
disponibilidade de canais e naturalmente a outorga tem que passar pelo =
Congresso", explicou.
Durante o semin=E1rio, o Conselho Federal de Engenharia, Arquitetura e =
