I don't think that this is a proprietary chip.In recent years Apple has be at the forefront of promoting open standards. A prime example is HTML5 versus Flash...
The article actually talks bout several classes of devices using different industry standards like RFID.
And third parties are already offering Apps to control their proprietary home control solutions...
