Not sure what a "'standard' needle pulse test pattern" is.  This web 
site shows the standard NTC-7 composite test signal (go to the bottom):

I suppose the 2T pulse can be considered a "needle."  Are the modulated 
steps what you refer to as blocks?

The FCC composite VITS signal is almost the same thing rearranged.  This 
site lists almost all of the in-service insertion test signals:
