Hi,
I get it. So the image is really down scaled. But with video improvements 
being my key area of expertise
I can tell that  this down scaled image is actually helping to get a 
cost-efficient TV which is still good.
If the image is down scaled to 960 x 540 then the pixel rate becomes low 
enough to make some
cost efficient video processing chips that boost up the quality to 
something close to 1920 x 1080 again.
Normally, the higher bandwidth, the less improvement processing can be 
performed due to hardware
limitations. So with a lower bandwidth you can do more.
At normal viewing distance most people will not even see the difference 
anymore between true HD
and 'regenerated' HD.
All a set maker has to do is just NOT buy the licences to make it HDCP 
compliant, 
and use a cheaper chipset ( lower pixel rate = less memory, less 
bandwidth, less silicon area )
to improve the picture.
