Yup, and because of that 45% (or whatever the figure is, which is close) float, the NTIA cannot tap the second pot of money set aside for OTA only homes.

They are not running out of money for boxes. They are running out of money for postage. Someone neglected to consider that the redemption rate would be far less than 100%.
