The tuner is the Alps TDHU2, same as my Sylvania 6900DTE OTA STB, AVER TVHD MCE 
A180 PCI card and some versions of the ATI AIR2PC-ATSC-PCI card. 
 
It contains the ATI NXT2004 ATSC/QAM DECODER chip: equalizer capability -8 to 
+45 usec. 
 
Unfortunately, it isn't in the same class as ATI's latest THEATER chip.
